Bio: Thomas L. Evans, P. L.S.

  

Evans is a professional land surveyor licensed in the State of Connecticut. He started his career by working for Black Associates, DeCarlo & Doll, and Kasper Associates in the private sector before accepting a position with the Connecticut State Department of Environmental Protection’s survey unit. Mr. Evans then served in the public sector for 15 years, the last 7 of which were in the capacity of D.E.P. Supervisor of Surveys and Mapping. Mr. Evans’ private experience included all phases of land surveying and construction layout and his state service was focused entirely on boundary determination and property rights, including but not limited to encroachments, littoral and riparian matters, rights of way, title and record search, acquisition mapping, counter-claim areas, field inspection and measurements, preparation and certification of boundary maps, etc. Mr. Evans returned to private practice as a special consultant, principal, and owner of Evans Associates, which now does business as Thomas L. Evans, P.L.S. 

            Mr. Evans passed 4 of the 5 sections of the USAFE college equivalency examination while serving as an infantry rifleman, USMC, in 1970. He has earned an A.S. from Charter Oak College, a certificate in Surveying and Mapping Technology from C.I.T., a B.A. in Philosophy from S.C.S.U. and an M.A. in Psychology from S.C.S.U., and has held a Realtor’s license in the state of Connecticut.

 Mr. Evans created a survey instruction program accepted as a non-credit program at Gateway Community College in the fall of 2003. Three courses were offered each semester, including Basic Land Surveying, Legal Principles in Boundary Location, and Title and Record search for Boundary Location. These courses then became the foundation for the first 3 survey seminars offered by The Connecticut Institute of Land Surveying which expects to increase and expand it’s program offerings in the future.
